So, I'm going to use the Ravnican definitions for this because it's the only legal system I'm even remotely familiar with thanks to Lavinia.

The word is capital punishment, not "killing for justice" or "justified killing." Alternatively, war. When a soldier kills an enemy on a battlefield, that's war. So we'll discount that because that does not apply.

When someone deliberately kills another person for any reason, unless that person is legally appointed by the governing body to do so, that is murder. Legal appointees could be guards, constables, headsmen, soldiers during a period of martial law, etc. Individuals chosen by the government to maintain order, peace, and safety for the population.

It isn't murder if it's an accident either, that's called something else.

So the line's pretty clear: Are you working at the behest of the primary governing body of wherever you are? If no, then it's Murder. If yes, then it's Not Murder. I'm pretty sure the Parliament member and an executioner doing this are working with the government, so this is Not Murder.
