It's a rather enlightening circumstance, talking with people who haven't eaten in days trying to scavenge warmth in perpetual below freezing temperatures. Try it sometime.

In a perfect society that provides properly for everyone, theft is a petty crime for a cheap thrill at best... Thing is, most of us don't come from a world like that. Wealth and power make certain types of people complacent and complicit. It's often either that or sheer ignorance of what goes on below that causes nobility and ruling classes to overlook the situations that drive people to do it in the first place.

Of all the crimes to think new and exciting punishments up for, I don't think theft should be your main concern.
