There may be individuals who take part because it's safer to work with the system than against it. That doesn't absolve them of their crimes or involvement, but I do believe that they may take the out if it's offered.
That being said, it doesn't erase the pain that's been caused either. The only way to change a system is to strike at the heart. Efforts to liberate those in need should not stop, but it will be an endless cycle unless those in charge are taken to justice.
How exactly that should be accomplished is beyond my purview in this place. There are more powers at work here than we really understand.
