Forgive me, it has been some time since I have come to such network to seek aid. [ The last time didn't work out too well! ] Recently, many of us on the Mirrorbound Council had begun to propose an initiative to improve the quality of life in the Outer City, where the residents are most vulnerable. It seemed, unfortunately, such actions were not... supported by the Parliament. Many of us have made efforts to improve the lives of those there, but we are still but strangers here – still under a wheel not our own.
[ There's an underlining bitterness there. ]
I am asking for help to take this mission on without the need of Parliament growing involved, then. We would like to begin cleaning the area up and treat those who have early stages of the Cwyld infection. The farmlands I have partial ownership of has diverted crop shipments from the city guard to the poorest and hungriest citizens, but that simply will not be enough.

Fishermen, hunters, medics, builders – if we are able to begin putting clinics in more accessible areas for early-stage treatments... we could improve the quality of life for those suffering and stop the risk of spreading further. It is dangerous and time-consuming, I know... but –

We can not rely on Parliament to assist us there. Their efforts are strained between so many aspects of their city and I wish to take this responsibility on if possible. If anyone has skills to better help with this, please... I will be in your debt for your assistance.

Despite living at the Phoenix Tear with Newt, he doesn't know much about clinics, or healing, or treating the Cwyld (that isn't really something they do), but he does have one thing he can offer.]
If you need help with construction, just let me know. I know there are abandoned shacks out there that can be used as framework - I've done it before, with my house out here at the forge. I'd be happy to put in some work myself and direct anyone else who wanted to help with that.

It's difficult not to light up at the offer, as if she has faith in the dragonlord as much as she does a dear friend. His experiences were invaluable, but his quick call to arms – it makes her feel as if she was on the right track. ]

He would not let it stand in Qinghe. If a village were experiencing attacks, no matter how poor, he would send his own cultivators to deal with it.]
Any projects in the Outer City are vulnerable to setbacks from attacks. Unless I have missed something, none that I know of track the frequency of of Shades, nor beat them back with any regularity or organization. [He sounds hard, but thoughtful, not critical of the idea but concerned about practicality.
Perhaps this is something to focus on.]

For as long as I have been made to inhabit this realm, Nerissa Bell of the Coven has raised the call to aid those in the Outer City.
Though I hold no love for the Coven, in this support Bell is consistent. If Parliament is not to be an ally in aiding those beyond the Bright Wall, perhaps you might make one of the Coven instead.

I'm probably not as experienced as a lot of others here, but I'm a healer, mostly for minor injuries so far
I've been wanting to learn how Cwyld is healed, and if I can find someone to teach me then I'd be happy to help out with that
Though I'm not sure how open the Coven is about teaching it
I can also probably help with the building stuff and any other manual labour type things
I've been out to the Outer City a couple of times now to help with the current work out there, but it doesn't really feel like enough
If someone's planning to do more then I'd like to help out

From what I'm gathering, there are some anonymous sources that have information regarding proper training from the Coven for the treatment. Why this knowledge is not public knowledge is beyond me. That may be the next step in this... if you will allow me time to gather the appropriate answers.
However, their way of life is certainly different. I've gathered that despite the infection rates and some true levels of poverty, it is difficult to offer help unless they want it. It took weeks for some to accept the supplies from my farmlands.

It was to be my next suggestions, but I would need advising from those far more suitable in protection and battle. The bump in the plan is how proud those in the Outer City can be, but they are too tired and sickly to see anything but inevitability of the Cwyld at this rate.

... The ruling powers were of no help. Typical. There are many things going on here and it is one's choice to involve themselves in the more... messy matters. If you are capable and willing, mouths do need fed and the fishermen in the harbor are valuable allies.

Builders who are strong and able will be one of the key foundation to this effort. They put themselves at risk for infection and if my goals are as keen as I'd believe... multiple clinics would need to be constructed so they do not become overrun with the sick. Is this a task you feel you could assist with?

The farm I help oversee is only a small fraction of the ones in the area. It specializes in horse breeding, wheat, grains, and smaller vegetables – but what it is founded on is the belief of helping the need, so the lady of the land has told me. The supplies are only a small dent when removed to the guards – and what those in the Outer City needs are fresh foods to keep them sustained.
[ There's a confidence in the way she speaks. ]
If we let the sick go hungry, we are no better than the infection that eats away at them.
