On the contrary, it requires only a pleasant word and a willingness to speak a few words. I doubt every citizen enjoys a full and healthy relationship with their partner.

Oh... someone who describes themselves as a terrible partner- is either beset by a woeful lack of self-confidence, or by an equally troublesome amount of self-insight. Perhaps both.
